Riverside website here http://www.riversideca.gov/press_releases/2010-0409-wrcognevpartnership.pdf is a notice about a "Regional Transportation Planning Open House - Neighborhood Electric Vehicle (NEV) Plan" to be held April 22 from 5:00 pm to 7:00 pm at the Fairmount Park Lakeside Room (the Boathouse), 2601 Fairmount Boulevard in Riverside, CA.
During the Open House you can learn about NEVs, and provide input on routes to help improve mobility in local communities.
"A Neighborhood Electric Vehicle is an environmentally friendly, street legal vehicle that looks like a golf cart, but is built with additional safety features and operates at speeds up to 25 miles per hour."

Page 6 "Along with the implementation of additional growth to the Master Bicycle Plan, a maintenance level should be established to make the Class II bike lanes safe from uneven paving, potholes, flooding, debris, etc., where possible"
Page 7 "Maintenance of Class II Bike Lanes
The CCM Element has a policy that incorporates the entire Bicycle Master Plan into the General Plan 2025 (Policy CCM-10.1). The Bicycle Advisory Committee is currently working on recommendations for changes to the Bicycle Master Plan and one of the recommendations includes the establishment of a maintenance schedule. It is more appropriate that a maintenance schedule be placed in the Bicycle Master Plan rather than in the CCM Element of the General Plan."
Page 6 also discusses "Pedestrian Connection Between Downtown & Market Place Specific Plan . . . . . . . enhance pedestrian connectivity in the Downtown . . ."
Did not check exhibit 1 from pages 9 to 46 but likely includes something there as well.
